In pack mode the padded shoulder straps are there to use, when it comes time to ride, the rear panel unzips hinges down and over the front of the pack, exposing the pannier hardware and a waterproof cover. Once in place, the weather cover completely seals the pack off from the elements, so you can head out in the worst weather you're willing to ride in. When you get from A-to-B, your pack, straps, and everything in inside, will be nice and dry.
